Why is it guaranteed?
Microsoft Office 97-2003 encrypts files using a 40-bit RC4 stream cipher through the Windows CryptoAPI. At the time it was designed, 40-bit encryption was chosen to comply with US export restrictions on cryptography.
The resulting key space is only 2^40 ≈ 1 trillion possible keys — small enough for modern GPUs to exhaustively search in hours, not years. More importantly, there's a well-documented cryptanalytic technique (time-memory tradeoff with a precomputed table) that recovers the file key in seconds once the ciphertext is obtained.
This means we don't need the password — we recover the encryption key directly from the file and use it to decrypt the contents. The result: your file, unlocked.
